According to the survey, public health workers who were both concerned about the danger posed by a pandemic, and who were self-confident that they could fulfill their response roles and that their functions would have a meaningful effect on the situation, were 31 times much more likely to respond to work within an emergency than those who perceived the risk low and got low degrees of confidence. Workers whose perception of the risk was low but who strongly believed in the efficacy of their work were 18 times more likely to state they would respond compared to those in the low risk/low efficacy group.
